<p>The second paragraph of the article in the Minot Daily News reads:</p>
<blockquote><p>&#8220;According to the North Dakota Highway Patrol, Alvin Martinez, 24, of Vernal, Utah, was pulling an empty tanker trailer southbound on North Dakota Highway 22..&#8221;</p></blockquote>
<p>This young man was pulling a <strong>tanker trailer</strong>. He was heading to or from refineries and transfer stations for petroleum industry. He was on Mandan, Hidatsa and Arikara land.</p>
<p>The article continues:</p>
<blockquote><p>&#8220;.. a 1997 Chevy S10 pickup driven by Sarah Darlene Johnson, 21, of Four Bears, around 8:20 a.m.</p>
<p>Johnson and her passengers, Adrian Ross Little Owl, 26; Gracie May Canyon Fox, 5; and Layla Little Owl, 2, all died from injuries suffered in the crash.&#8221;</p></blockquote>
<p>These children and their families are the uncounted casualties of the climate crisis. Their deaths were caused by the processes of industrial capitalism and globalization.</p>
<p>When will the economists and political scientists, who analyze and count such things, count these deaths as also the deaths of the climate crisis, of overconsumption in the North, of the petroleum industry?</p>
<p>On this reservation, my friend Kandi Mossett Eagle Woman, sees several deaths a year from the activities related to extractive industries. In fact, I see her a couple of times a year, three or four on average. Almost every time I see her, she has a new death on the rez. Among many other things Kandi does, she runs a environmental education program for the youth in her community. There are huge sunflowers in her front yard.</p>
<p>She was also recently arrested in front of the White House, along with 1, 232 other people, to stop the construction of a proposed pipeline that would go from Alberta, Canada, to Houston, TX, and run through significant parts of her reservation and other Native lands, from the Loubicon Cree and Dene lands where the tar sands oil would be extracted, to the communities on the refinery and power plant ends: Three Tribes, where Kandi stays, but also other EJ communities: The Little Village in Chicago, Detroit, the Houston Shipping Channel, Richmond and Wilmington (California).</p>

<p><strong> </strong></p>
<p>The  Southern California Immigration Coalition and the South Central  Neighborhood Council will denounce the increasing wave of LAPD and  Sherriff’s “Sobriety” Checkpoints which continue to be strategically  used to legally steal thousands of cars from undocumented immigrants.  Stealing cars from Immigrants has become a multimillion dollar industry  that is now being used to alleviate the city’s budget deficit. In 2009,  the state of California shamefully profited $40 million from these  checkpoints. This is being done at the expense of the undocumented  community and is particularly shameful during this holiday season.</p>
<p>&nbsp;</p>
<p>Under  the pretext of looking for drunk drivers, the LAPD and Sherriff’s  Departments are specifically racially profiling Latinos by strategically  placing “Sobriety” checkpoints in predominantly Latino communities.  These include “Sobriety” checkpoints on Tuesday mornings in strictly  residential neighborhoods. These are obviously traps to catch unlicensed  drivers. Both of those departments acknowledge that the GREAT majority  of the cars impounded are NOT from drunk drivers but from unlicensed  drivers; most of whom are undocumented.</p>
<p>&nbsp;</p>
<p>Because Mayor  Villaraigosa has publicly stated his opposition to the racial profiling  that is taking place in Arizona, we call on him and the City Council to  end this same type of racial profiling and attacks on immigrants here  in Los Angeles. Elected representatives of the South Central  Neighborhood Council will present a resolution (attached) which they are  spreading to other Neighborhood Councils and eventually to the LA City  Council that calls for the end to the confiscation of vehicles  at Sobriety Checkpoints for drivers who are simply unlicensed.</p>
<p>&nbsp;</p>
<p>The central objectives will be:</p>
<p>1)         To  call for an IMMEDIATE halt to the impounding of vehicles at sobriety  checkpoints for people who are NOT under the influence</p>
<p>2)         To  make a call for our communities to defend themselves from the Police  and Sherriff’s Departments by resisting the Checkpoints</p>
<p>3)         To  publicly present the resolution that was approved by the South Central  Neighborhood Council that calls for an end to the confiscation of cars  of unlicensed drivers and the campaign to bring this to the City  Council.</p>

<div>In positive news, there are fabulous coalitions of grassroots and professional groups in the United States who are developing local solutions on mitigation and adaptation, as well as planning on their work in relationship to policy neogitations on climate change and equity at their local, state, regional, national and in the international treaty-making processes. How often are the people who are the developers and implementers of solutions, who come from the poorest communities and regions in our country, also on the frontlines of making and negotiating policy? Impressive and powerful.</div>

<p />  The Cancún climate talks could realistically make progress in seven areas, according to a leading UN climate official.
<p />  Halldor Thorgeirsson, director of Bali Road Map Support at the UN Framework Convention on Climate Change secretariat, said that the talks, in Mexico in December, will be a &quot;test of procedure&quot; for climate negotiations following last year&#039;s meeting in Copenhagen that was characterised by disunity among nations.<br />  <br /> Addressing a conference at Chatham House in London today, he called for “a paradigm shift” away from the attitude that &quot;nothing is agreed until everything is agreed&quot; towards &quot;nothing is agreed until enough is agreed&quot;. <br />  <br /> Thorgeirsson identified seven areas where progress could be made in Cancún:

<ol>
<li><span style="font-size:11pt;">Formalising pledges to mitigate climate change, made for example in the Copenhagen Accord; </span></li>
<li><span style="font-size:11pt;">Putting in place a system for measuring, reporting and verifying efforts to mitigate emissions, and financial support for those efforts; </span></li>
<li><span style="font-size:11pt;">Establishing a framework for adaptation; </span></li>
<li><span style="font-size:11pt;">Agreeing a fund for mitigation and adaptation activities, putting in motion the design of that fund and an agreement for its oversight; </span></li>
<li><span style="font-size:11pt;">Putting in place the infrastructure needed to deliver funds for mitigation and adaptation, and establishing a registry for developing countries&#039; &#039;nationally agreed mitigation actions&#039;; </span></li>
<li><span style="font-size:11pt;">Establishing a global goal – most likely to limit global temperature rise to 2°C – and a process for measuring progress towards and reviewing that goal; and </span></li>
<li><span style="font-size:11pt;">Launching of a “readiness phase” for a mechanism to direct finance to reducing emissions from deforestation and degradation.<br /> </span></li>
</ol>
<p><span style="font-size:11pt;"><br /> &quot;This is a realistic assessment of what could be achieved,&quot; he said. &quot;The essence really is long-term finance and delivery of short-term finance.&quot; <br />  <br /> Thorgeirsson cautioned that assigning responsibility for emission cuts &quot;won&#039;t hap pen in Cancún&quot; and continuing to negotiate emission reduction targets &quot;delays delivery on action&quot;. <br />  <br /> &quot;But, at the same time, we need to avoid a gap” between the end of the Kyoto Protocol&#039;s first commitment period, at the end of 2012, and whatever comes after, and “ensure continuation of the carbon markets”.</span> </div>

<p><strong>5:30am, Sunday 26th September 2010:</strong></p>
<p>Global warming activists have shut down operations at all three coal terminals in the Port of Newcastle, Australia, the world’s largest exporter of coal.</p>
<p>At dawn this morning, teams of people entered the three coal terminals in Newcastle. The activists climbed to the top of large ship loading machines, and abseiled part-way down structural cables that suspend the loaders over coal ships. The ship loaders can’t be operated without endangering the climbers, who are determined to stay there for as long as possible.</p>
<p>Annika Dean, spokesperson for the protest organisers, Rising Tide Newcastle, explained the group’s motivations: “We are staging an emergency intervention into Australia’s number one cause of global warming.”</p>
<p>“Around the world, the early impacts of unabated global warming are beginning to emerge. 2010 has been a year of tragic weather disasters.”</p>
<p>“Thousands of people have died this year due to flash floods in Pakistan and China, and fires in Siberia. Millions of people are facing starvation due to a devastating drought in west Africa. These are the impacts of global warming that scientists have been warning us about for decades. Global warming is happening now, and it is killing people.”</p>
<p>“Australia is a major contributor to this crisis, due to the massive volumes of coal we export. We are  exporting global warming to the world. With the support of both Labor and the Coalition, Australia’s coal exports are booming. Here in Newcastle, already the world’s biggest coal port, multinational mining corporations are planning to triple exports over the next decade. It’s a similar story at all coal ports in the country.”</p>
<p>“Urgent action against global warming is needed. We have been forced to make our dramatic protest today because the Federal government is failing to take any action.”</p>
<p>“We call on Prime Minister Gillard to step up to the challenge of global warming, put an immediate moratorium on the expansion of the coal industry, and begin to replace this outdated industry with the renewable industries of the future,” concluded Ms Dean.</p>

<p><strong><span style="font-size:large;">&nbsp;</span><br /> </strong><img src="http://www.azemporium.com/San%20Francisco%20Peaks.jpg" alt="" /><br /> On August 30th, Flagstaff City Council will decide whether or not to sell Flagstaff&rsquo;s precious drinking water to a single private business for recreation. Visit <a href="http://truesnow.org/">true snow</a> for details.</p>
<p>As City water prices go up and Flagstaff is threatened to run out of water by 2050, Arizona Snowbowl Ski Business has been offered $11 million tax payer dollars by the USDA to subsidize their plan to make fake snow. This amounts to a corporate bailout for a business located outside of city limits.</p>
<p>The Inter-tribal Tribal Council of Arizona just made a statement affirming opposition to the plan. <a href="http://www.savethepeaks.org/">Save the Peaks Coalition</a> will be holding a rally and prayer vigil at 4:00 PM at Foxglenn park (near Sinagua at 4200 E. Butler Ave) before the council meeting. As Snowbowl threatens to start cutting trees as early as next week, we need your support more than ever.</p>

The tribal governments are the lease holders to the<br /> corporation operation on Indian reservations and they will do anything to<br /> sell it out! Traditionally we are supposed to respect the land and live in<br /> Harmony with the Earth, Sky, water and Air.  We still try to live that way<br /> here at Big Mountain and yet, it&rsquo;s a crime.<br /> <img src="http://tc-imc.serve.com/files/imagecache/default_fullnode/BlackMesa.jpg" alt="" /><br /> August 30, 2010 is the deadline date for people that are interested in<br /> Relocation Housing and benefits. <p><strong>Tohono O&rsquo;odham VOICE Against the Wall<br /> </strong><img src="http://brendanorrell.files.wordpress.com/2010/08/ofelia1-125.jpg?w=490" alt="" /><br /> In a <a href="http://narcosphere.narconews.com/notebook/brenda-norrell/2010/08/oodham-national-guard-we-do-not-want-you-our-land">statement to the National Guard</a> released Sunday, O&rsquo;odham activist and global climate justice delegate, <a href="http://www.solidarity-project.org/">Ophelia Rivas</a>, opened a direct line of communication, explaining &ldquo;When you are out on our land, be mindful that you are visitor on our lands, be respectful, be courteous and do not harm anything.&rdquo; &ldquo;We are not compliant people,&rdquo; she states, &ldquo;we are people with great dignity and confidence. We are a people of endurance and have a long survival history. We are people that have lived here for thousands of years. We have our own language, we have our own culture and traditions.&rdquo; Listing several O&rsquo;odham practices, Ophelia Rivas explains the peaceful traditions of her people, striking a tone of reason with the government. She closes the statement on no uncertain terms: &ldquo;Remember we do not want you on our lands, we did not invite you to our lands.<br /> Do remember that we have invited allies that will be witnessing your conduct on our lands and how you treat our people.&rdquo;</p>

<p><strong>To: CEO&rsquo;s of British Petroleum, Chevron, Shell, ConocoPhillips, ExxonMobil, Tesoro, and Valero</strong></p>
<p>August 30, 2010</p>
<p>In the wake of the recent BP disaster, we are writing to express our concern over the oil industry&rsquo;s continued disregard for the health of communities and ecosystems around the world. Mobilization for Climate Justice West is a coalition of organizations, some of which represent communities directly impacted by the oil industry&rsquo;s extraction and refining operations; we are dedicated to promoting effective and just solutions to the climate crisis.</p>
<p>We call on the oil industry to accept responsibility for the damages your operations have caused worldwide and specifically to:</p>
<p>1.&nbsp;&nbsp;&nbsp;&nbsp; <strong>End the use of dispersants in cleaning up oil spills</strong>.&nbsp; Dispersants, such as the Corexit used in the BP disaster, are toxic chemicals whose long-term impact on ocean life is unknown. Using dispersants allows for better public relations for the oil industry since they make the oil less visible, while possibly making the long-term impact of spills even worse.</p>
<p>2.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Grant full access to media and civil society in covering oil spills</strong>.&nbsp; During the BP disaster, there have been many complaints from journalists that BP restricted their access and ability to gain information.&nbsp; In July, the Society of Professional Journalists issued an open letter expressing their concerns over restrictions of press access to beaches and other sites in the Gulf.</p>
<p>3.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Pay your debt to the communities that have been impacted by your operations</strong>.&nbsp; In the Gulf Coast, the oil spill has destroyed the livelihoods of many fishing and oystering communities. Communities are also impacted by oil extraction and refining in places like Nigeria, where an Exxon Valdez-sized spill has occurred every year since 1960; in Alberta, Canada where First Nations indigenous communities are experiencing abnormally high rates of cancer and a destruction of their traditional ways of life due to extreme water pollution from upstream tar sands operations; and in refining communities like Richmond, California where more than 25,000 people live within 3 miles of the refinery and the community suffers from high levels of asthma and other respiratory diseases.&nbsp; The oil industry must pay for the the restoration of ecosystems and community livelihoods, for the development of clean energy and public transportation solutions, and for healthcare to treat those whose health has been impacted by your pollution.</p>
<p>4.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Stop funding fake &ldquo;astro-turf&rdquo; rallies.</strong> Last year the American Petroleum Institute, of which British Petroleum, Chevron, Shell, ConocoPhillips, and ExxonMobil are members, launched a fake grassroots campaign called &ldquo;Energy Citizen&rdquo; and bussed employees to lobbyist-organized rallies to oppose climate legislation that might limit climate pollution. Shell, publicly stated last year that it would not participate in &ldquo;Energy Citizen&rdquo; rallies. Now API is up to it again with a series of fake rallies to oppose removing billions in oil company tax breaks and opposing limits on offshore drilling. Will you join Shell&rsquo;s pledge not to participate in what have been called &ldquo;glorified company picnics&rdquo;?</p>
<p>5.&nbsp;&nbsp;&nbsp;&nbsp; <strong>Stop lobbying against solutions to climate change and against regulations to protect our communities</strong>.&nbsp; Instead of using its profits to re-pay the debt to communities impacted by its operations, the oil industry funnels billions into lobbying to ensure that it will not be held responsible for its pollution.&nbsp; During the BP disaster, from April-June, 2010, the American Petroleum Institute spent $2.3 million on lobbying.&nbsp; According to the Washington Post, three fourths of all oil and gas lobbyists used to work for the federal government; the poor regulatory oversight of deepwater drilling is one result of this revolving door.&nbsp; The oil industry also lobbies against solutions to climate change; members of the House Energy and Commerce Committee who voted against the Waxman-Markey climate bill in 2009 received almost 3 times more in contributions from carbon-intensive industries than members who voted in favor of the legislation.&nbsp; In California, Tesoro and Valero are funding Proposition 23 on this November&rsquo;s ballot to derail the implementation of California&rsquo;s climate change legislation.</p>

<p><strong>(CNN)</strong> &#8212; Five years ago Sunday, the water rushed in, the lights went out and for thousands of Gulf Coast residents nothing was ever the same.</p>
<p>The milestone was marked by vigils, tears and reflection on what was, what came after, what still remains to be done and what, if anything, we have learned from Hurricane Katrina.</p>
<p>A number of events were planned in New Orleans, Louisiana, and elsewhere to commemorate the anniversary of the landfall of Katrina, the costliest and one of the five deadliest storms ever to strike the United States.</p>
<p>President Barack Obama visited New Orleans on Sunday and spoke at Xavier University of Louisiana, where he said that the construction of a fortified levee system to protect the city is under way.</p>
<p>&#8220;We should not be playing Russian roulette every hurricane season,&#8221; he said.</p>
<p>Obama also vowed that reforms are being put into place &#8220;so that never again in America is somebody left behind in a disaster because they&#8217;re living with a disability or because they&#8217;re elderly or because they&#8217;re infirm. That will not happen again.&#8221;</p>
<p>The hard-hit parishes of Plaquemines and St. Bernard were holding commemorative community events, and a third commemoration was planned in New Orleans&#8217; Jackson Square.</p>
<p>Katrina left more than 1,800 dead in its wake. It slammed into the Gulf Coast near the Louisiana-Mississippi state line early on August 29, 2005. Most of the dead were in and around New Orleans, where more than three-quarters of the city flooded after its protective levees failed. Nearly 300,000 people were displaced.</p>
<p>After the storm, &#8220;We were a city that had no people in it,&#8221; Ray Nagin, who was mayor of New Orleans when Katrina struck.</p>
<p>&#8220;Now, we&#8217;re a city that has over 80 percent of its population back. Lowest unemployment in the country. Construction everywhere. I think we&#8217;re on our way to success,&#8221; Nagin told CNN&#8217;s Don Lemon as the storm&#8217;s anniversary approached.</p>

<p>Still, it is widely agreed that more work remains to bring New Orleans and the Gulf Coast back from Katrina&#8217;s devastating blow. Some say that little has improved, and entire neighborhoods in Louisiana and beyond have not rebounded.</p>
<p>&#8220;Nothing&#8217;s really changed,&#8221; said Conrad Wyre III, 35, of New Orleans. Some regions are still &#8220;in shambles,&#8221; he said, and some residents still feel helpless and without support, as if they are &#8220;floating in the wind.&#8221;</p>
<p>About 6,000 families own homes that cannot be rebuilt. One-third of New Orleanians say their lives are still disrupted by the storm, according to a Kaiser Family Foundation Poll. In New Orleans&#8217; Lower Ninth Ward neighborhood &#8212; seen as ground zero for Katrina&#8217;s wrath &#8212; only 4,000 of 18,000 residents have returned.</p>
<p>&#8220;I don&#8217;t have to tell you that there are still too many vacant and overgrown lots,&#8221; Obama said Sunday. &#8220;There are still too many students attending classes in trailers. There are still too many people unable to find work. And there&#8217;s still too many New Orleans folks who haven&#8217;t been able to come home.&#8221;</p>
<p>&#8220;So while an incredible amount of progress has been made, on this fifth anniversary, I wanted to come here and tell the people of this city directly: My administration is going to stand with you &#8212; and fight alongside you &#8212; until the job is done, until New Orleans is all the way back.&#8221;</p>
<p>&#8220;This is the place &#8230; where I think the American people witnessed a real loss of faith in their federal government,&#8221; Housing Secretary Shaun Donovan told CNN&#8217;s &#8220;State of the Union&#8221; on Sunday. &#8220;I have really been moved by the spirit of the people in New Orleans in the Gulf, and their rebuilding, and the optimism in progress that I have seen. More than 90 percent of the population is back in the New Orleans area, and there is still much ahead of us.&#8221;</p>
<p>When Obama took office, 40,000 families remained in Federal Emergency Management Agency trailers or were using emergency housing vouchers, &#8220;and literally tens of thousands of them were at risk of losing their homes within weeks of us coming in,&#8221; Donovan said. &#8220;Today, 98 percent of the families are in permanent housing.&#8221;</p>
<p>Katrina made its initial landfall in Florida, where 14 people were killed. But fueled by the warm waters of the Gulf, the storm had grown into a monster Category 5 hurricane, although experts later said its intensity had decreased and it was a strong Category 3 storm when it the coasts of Mississippi and Louisiana.</p>
<p>The storm cut a wide swath of destruction, wiping out whole sections of Mississippi&#8217;s Gulf Coast and swamping downtown Mobile, Alabama, with a 20-foot storm surge.</p>
<p>Despite the attention focused on New Orleans, it was Waveland, Mississippi that was the hardest hit. Ninety-five percent of the town&#8217;s homes were destroyed, along with 100 percent of its businesses. Nearly every road was broken up or left under piles of debris.</p>
<p>Waveland began rebuilding almost immediately. Bolstered by $100 million in federal aid, it has repaired utilities, roads, schools, community centers and parks, and has recovered 65 percent of its businesses. About two-thirds of residents have returned.</p>
<p>Ironically, the city of New Orleans initially breathed a sigh of relief in those early hours, as it was spared a direct hit from the hurricane and at first seemed to have weathered the wind and rain. But Katrina&#8217;s worst havoc was yet to come, as reports of levee breaches began to surface and entire neighborhoods flooded.</p>
<p>Katrina also dealt a black eye to the government, which scrambled to launch a delayed relief effort after the storm as New Orleans residents suffered and reports of crime and looting were widespread. Nagin in a famous expletive-laced interview lashed out, telling federal authorities to &#8220;get off your asses.&#8221;</p>
<p>Then-President George W. Bush traveled to New Orleans, delivering a speech from Jackson Square as he promised, &#8220;We will do what it takes. We will stay as long as it takes to help citizens rebuild their communities and their lives.&#8221;</p>
<p>But that &#8220;turned out to be a hollow promise,&#8221; Sen. Mary Landrieu, D-Louisiana, told NBC&#8217;s &#8220;Meet the Press&#8221; on Sunday. &#8220;&#8230; Because the federal government didn&#8217;t stay and do everything it could. The federal government didn&#8217;t make it easy. They made it very, very difficult.&#8221;</p>
<p>Mayors of New Orleans and other areas, when they requested money to rebuild, were offered loans of $5 million, she said. New Orleans&#8217; operating budget, she said, is $460 million, and $5 million &#8220;wouldn&#8217;t buy them a loaf of bread for the week.&#8221;</p>
<p>Nagin told CNN recently that he has been reflecting on his own response as the storm approached. He acknowledged the mandatory evacuations could have been issued about eight hours sooner than they were.</p>
<p>Asked how FEMA can combat its still-suffering reputation in the region, agency chief Craig Fugate told CNN Saturday he believes responding quickly is the key.</p>
<p>&#8220;Speed is going to be critical,&#8221; said Fugate, who distinguished himself as the head of the Florida Emergency Management Agency before being appointed to the federal post. &#8220;We cannot wait for a full assessment. We have to respond as if it&#8217;s bad, bring the things together, and focus on the most immediate [goal] of keeping it safe, getting to the injured, trapped, and recovering the lost lives, getting supplies in here.&#8221;</p>
<p>&#8220;The big lesson from Katrina is, you can&#8217;t wait to find out how bad it is,&#8221; he said. &#8220;You&#8217;ve got to respond, as a team, as [if] it is bad.&#8221;</p>
<p>Obama said Sunday a group led by Housing Secretary Shaun Donovan and Homeland Security Secretary Janet Napolitano is examining disaster recovery nationwide. &#8220;We&#8217;re improving coordination on the ground, modernizing emergency communications and helping families plan for a crisis,&#8221; Obama said.</p>
<p>&#8220;&#8230;Together we are helping to make New Orleans a place that stands for what we can do in America &#8212; not just for what we can&#8217;t do,&#8221; he said. &#8220;And ultimately, that must be the legacy of Katrina: not one of neglect, but of action; not one of indifference, but of empathy; not of abandonment, but of a community working together to meet shared challenges.&#8221;</p>
<p>The head of FEMA at the time, Michael Brown, resigned two weeks after Katrina made landfall amid criticism of the federal response &#8212; and 10 days after Bush&#8217;s famous compliment to him, &#8220;Brownie, you&#8217;re doing a heck of a job.&#8221;</p>
<p>Brown told CNN on Thursday the talking points he and other federal officials used at the time did not tell the whole story, calling it a &#8220;fatal mistake.&#8221;</p>
<p>&#8220;They were factually correct, but weren&#8217;t in context,&#8221; Brown said. &#8220;We&#8217;re moving all of this stuff in. We have teams here. Rescue teams are doing this. But we never explained to the people that it&#8217;s not coming as fast as we want it to, and it&#8217;s not enough, because of the number of people that were left behind in the aftermath of the storm.&#8221;</p>
<p>&#8220;Had I said that at the time, I probably would have gotten the old hook and been pulled off the stage anyway, but the truth would have been out,&#8221; he said.</p>
<p>He criticized former Homeland Security Secretary Michael Chertoff&#8217;s handling of the situation. Chertoff attended an avian flu convention in the midst of the disaster.</p>
<p>&#8220;Here is why that&#8217;s so important. In the middle of any crisis,&#8221; Brown said, &#8220;whether it&#8217;s a natural disaster or man-made disaster, you need to have one person in charge. And that person needs to be on the ground with the team, understanding what&#8217;s going on.&#8221;</p>
<p class="cnnInline">On Bush&#8217;s infamous compliment, he said, &#8220;I knew the minute he said that, the media and everybody else would see a disconnect between what he was saying and what I was witnessing on the ground. That&#8217;s the president&#8217;s style. His attitude and demeanor is always one of being a cheerleader and trying to encourage people to keep moving. It was just the wrong time and the wrong place.&#8221;</p>

<p />D&eacute;bora,  l&iacute;der de la comunidad way&uacute; de Bah&iacute;a Portete, y los dem&aacute;s miembros de  esa rancher&iacute;a quieren regresar a sus tierras para que sus hijos vuelvan a  correr por el desierto. En eso est&aacute;n trabajando para retornar
<p />As&iacute; pretenden demostrar que no son secuestradores ni ladrones, como lo afirm&oacute; &#8216;Jorge 40&#8242; y volver a sus tierras, en la Guajira.
<p />La  tarde del viernes 10 de abril de 2004, D&eacute;bora Barros sali&oacute; de su  trabajo como inspectora de Polic&iacute;a del municipio de Uribia, ubicado en  la Guajira colombiana, con el mismo anhelo de todos los fines de semana:  ir a su rancher&iacute;a a compartir con sus primos y t&iacute;os. No pudo llegar a  su hogar y, cuando lo hizo, el domingo 12, fue para ayudar a identificar  los 12 cuerpos que hab&iacute;an sido asesinados por los paramilitares de  &#8216;Jorge 40&#8242;, &#8216;Chema Bala&#8217; y &#8216;Pablo&#8217;. &#8220;Vete que mataron a toda tu familia:  no te dejes ver porque te matan a ti tambi&eacute;n&#8221; le dijo un vecino, pero  ella s&oacute;lo atin&oacute; a esconderse y a llamar a las autoridades locales.
<p />Ni  el alcalde de Uribia ni el gobernador de la Guajira de entonces  atendieron el llamado de D&eacute;bora. &#8220;Tu familia lo que se est&aacute; es muriendo  de hambre&#8221;, dijeron. Seg&uacute;n el estudio del observatorio del programa  presidencial de derechos humanos y DIH, entre las v&iacute;ctimas se cuentan 4  ni&ntilde;as y 8 mujeres.
<p />A partir de ese d&iacute;a, ella y 320 familias  tuvieron que huir. Lo &uacute;nico que queda en Bah&iacute;a Portete desde entonces  son casas destruidas, vac&iacute;as, y el cementerio.
<p />Algunas v&iacute;ctimas se refugiaron en el olvido, D&eacute;bora, sin embargo, decidi&oacute; ir a Bogot&aacute; para iniciar un proceso de reparaci&oacute;n.
<p />&#8220;No  est&aacute;bamos de acuerdo con la ley, porque las penas son irrisorias.  Adem&aacute;s no contemplan casos de los pueblos ind&iacute;genas y por eso en un  principio decidimos mantenernos alejados de las instituciones&#8221; afirma  D&eacute;bora. Sin embargo, la necesidad de verdad y de justicia hizo que su  comunidad se hiciera parte del proceso de Justicia y Paz.
<p />El 22  de mayo de 2004 los ind&iacute;genas redactaron un comunicado en el que  denunciaban formalmente la masacre y culpaban a los grupos paramilitares  del hecho. La Organizaci&oacute;n Nacional Ind&iacute;gena de Colombia -Onic- y el  gobierno nacional ordenaron una visita en la que comprobaron que no era  una hambruna, sino una matanza por parte de grupos organizados al margen  de la ley.
<p />A partir del reconocimiento institucional de la  masacre y de la voluntad de las organizaciones ind&iacute;genas por llevar a  cabo la investigaci&oacute;n, D&eacute;bora y su familia decidieron vincularse al  proceso a trav&eacute;s de la Comisi&oacute;n Nacional de Reparaci&oacute;n y Reconciliaci&oacute;n  (CNRR). &#8220;Nos lleg&oacute; la invitaci&oacute;n para la inauguraci&oacute;n de la sede  Valledupar de la CNRR y desde ah&iacute; comenz&oacute; un acercamiento m&aacute;s fuerte con  ellos&#8221; afirma.
<p />Los miembros de la comunidad comenzaron a asistir  cumplidamente a las versiones libres y audiencias de paramilitares en  Barranquilla, y a seguir el tema jur&iacute;dico sin conseguir fruto alguno.  Fueron casi 3 a&ntilde;os de espera para que un vestigio de verdad asomara. En  noviembre de 2007, Rodrigo Tovar Pupo, &#8216;Jorge 40&#8242;, reconoci&oacute; ser el  responsable de la masacre de Bah&iacute;a Portete. &#8220;Los matamos porque se hab&iacute;a  identificado que se dedicaban al secuestro y al robo&#8221;, afirm&oacute;.
<p />Dos  meses despu&eacute;s, &#8216;Jorge 40&#8242; fue extraditado a los Estados Unidos por  delitos relacionados con el narcotr&aacute;fico y, con &eacute;l, se fue gran parte de  la verdad para las v&iacute;ctimas de la masacre de Bah&iacute;a Portete.
<p />Por  una cuesti&oacute;n de honor, los familiares de las v&iacute;ctimas siguieron  adelante. &#8220;Si nos cerramos les estamos siguiendo el juego a los  victimarios, que quieren que no reclamemos nuestros derechos&#8221;, afirma  D&eacute;bora.
<p />La decisi&oacute;n de continuar ha valido la pena, pues, a los  escasos hechos de verdad, se han sumado procesos de justicia, como la  condena de &#8216;Chema Bala&#8217; a 40 a&ntilde;os de c&aacute;rcel por el delito de homicidio  agravado. A trav&eacute;s de tutelas, de reclamaciones y del apoyo de las  organizaciones para hacer cumplir la reparaci&oacute;n a las v&iacute;ctimas, la  comunidad de Bah&iacute;a Portete ha conseguido importantes avances.
<p />&#8220;Hemos  logrado que la instituci&oacute;n haga acompa&ntilde;amiento a los aniversarios que  se han realizado en la Alta Guajira, porque no es lo mismo hablar desde  la ciudad que acompa&ntilde;arnos en el territorio y conocer la realidad&#8221;,  afirma D&eacute;bora.
<p />Adem&aacute;s, supieron que la masacre hab&iacute;a sido  planeada en una finca de Carraip&iacute;a en Maicao, que all&iacute; estaban alias  &#8216;Lucho&#8217;, un teniente del &Eacute;j&eacute;rcito y otros miembros de los paramilitares.  En ese lugar fue donde planearon el transporte de hombres y armas al  lugar. Por eso, la inclusi&oacute;n de la comunidad al proceso de Justicia y  Paz tiene objetivos claros: Quieren saber qu&eacute; hizo la comunidad de Bah&iacute;a  Portete para que los arijunas -como son conocidos en su lengua madre  los occidentales- perpetraran no s&oacute;lo su territorio sino su dignidad, su  identidad y su vida.
<p />Por eso esperan que las autoridades  seguir&aacute;n indagando y obligar&aacute;n a &#8216;Jorge 40&#8242; a declarar y a decir toda la  verdad sobre lo sucedido, as&iacute; &eacute;l se encuentre recluido en una c&aacute;rcel de  Estados Unidos. Pero m&aacute;s que cualquier acto de verdad, m&aacute;s que condenas  ejemplares o actos simb&oacute;licos de reparaci&oacute;n, los way&uacute; de Bah&iacute;a Portete  quieren regresar a su territorio. Ya han pasado 6 a&ntilde;os y no logran  acostumbrarse a vivir en una tierra lejana y ajena. &#8220;Tenemos tantos  anhelos de que se d&eacute; ese retorno. Nos imaginamos a nuestros hijos correr  por el desierto, estar tranquilos y compartir, dormir todos y estar  juntos&#8221;, dice D&eacute;bora.
<p />Tambi&eacute;n se est&aacute; preparando el primer  informe del &Aacute;rea de Memoria Hist&oacute;rica de la CNRR sobre el caso de Bah&iacute;a  Portete, que relatar&aacute; la forma de como mujeres y ancianos fueron  torturados, expresar&aacute; la importancia de la mujer en el contexto way&uacute;, lo  que magnifica el da&ntilde;o simb&oacute;lico de los atentados contra sus vidas, y  argumentar&aacute; por qu&eacute; este no fue un conflicto interclaneal, sino una  masacre fratricida.
<p />La esperanza sigue ah&iacute;, y nadie les quita el  derecho de so&ntilde;ar. Los compromisos establecidos con la Comisi&oacute;n de  Reparaci&oacute;n y la labor de l&iacute;deres como D&eacute;bora hace que el retorno deje  que se convierta cada vez m&aacute;s en una realidad. La comunidad way&uacute; espera  que el gobierno brinde las condiciones de seguridad y las garant&iacute;as de  no repetici&oacute;n de los actos para volver, y conf&iacute;an en que este a&ntilde;o se  pueda adelantar gran parte del proceso de recuperaci&oacute;n de la zona, para  poder retornar.
<p />&#8220;Yo le tengo miedo s&oacute;lo a una persona, que es  alias &#8216;Pablo&#8217;. &Eacute;l tiene mucho conocimiento de lo que estamos haciendo  las v&iacute;ctimas y mucho poder en la regi&oacute;n, as&iacute; que nos podr&iacute;a hacer da&ntilde;o,  pues sigue pr&oacute;fugo&#8221;, afirma D&eacute;bora.
<p />A pesar de las dificultades y alegr&iacute;as, D&eacute;bora desear&iacute;a que el final de este cuento, que parece tra&iacute;do de la ficci&oacute;n, fuera as&iacute;:
<p />&#8220;&Eacute;rase  una vez una comunidad que sufri&oacute; una masacre. Al pasar el tiempo y a  trav&eacute;s de su camino, de la palabra, de luchar y resistir, volvi&oacute; a estar  en su hogar, a so&ntilde;ar. Los ni&ntilde;os volvieron a correr por el desierto, a  tener la paz y la tranquilidad que siempre hab&iacute;an tenido. Esperamos que  nunca m&aacute;s tengan el sue&ntilde;o que tuvieron, sino el sue&ntilde;o de la paz y la  tranquilidad&#8221;.

<p />  Please find below the final declaration of the Social Forum of the<br /> Americas, which took place from 11 to 15 August in Asunción, Paraguay.<br /> There were many events related to climate justice and REDD at the<br /> forum, in which hundreds of representatives from Indigenous Peoples<br /> and social movements from all over the continent participated. The<br /> rejection of market-based mechanisms and REDD was also supported by<br /> Bolivian President Evo Morales and his staff during their statements<br /> at the forum.

<p />  Social Movements Assembly Declaration<br /> The IV Americas Social Forum<br /> Asuncion, August 15, 2010<br /> Our America is coming!<br /> Nane Amérika TeeOnemongu&#039; Ehína!
<p />  Social movements present at the IV Americas Social Forum, in Asuncion,<br /> Paraguay, we reaffirm our solidarity and commitment to Paraguayan<br /> people to the urgent need for progress in their process to sovereignty<br /> recovery over its territory, goods common, energy resources, land<br /> reform and democratization.
<p />  We are in a continent where in recent decades there has been a reunion<br /> between social movements and indigenous movements, which from their<br /> ancestral knowledge and historical memory radically question the<br /> capitalist system. In recent years, there were renewed social<br /> struggles led to the neoliberal governments departure and emerge of<br /> governments that have implemented positive reforms such as economy<br /> vital sectors nationalization and constitutional redefinition.
<p />  But right forces on the continent are trying to stop any changes<br /> process. They operate from their political, economic, mass media,<br /> judiciary places which adds a new imperialism offensive &#8211; even<br /> military &#8211; supporting them. Since last Americas Social Forum held in<br /> Guatemala in 2008 we witnessed the Honduras&#039; coup, the U.S. military<br /> presence increased throughout the Americas. Military bases<br /> installation agreements proliferate, the Fourth Fleet is operating in<br /> our seas. This is a systematic effort to destabilize democracy in the<br /> continent social movements are increasingly suppressed and<br /> criminalized.
<p />  We denounce the illegitimacy of the de facto president of Honduras<br /> Porfirio Lobo, at the same time we recognize its people&#039;s resistance<br /> and support their struggle for constitutional re-foundation to<br /> establish a true democracy.
<p />  We support the Haitian people&#039;s struggle they do not need a military<br /> intervention and economic occupation to rebuild. On the contrary, we<br /> demand that the country&#039;s sovereignty be respected and other countries<br /> to make a joint cooperation in the fields of health, education,<br /> agriculture and those that are required. We demand the unconditional<br /> cancellation of debt and reject illegitimate debt new process.
<p />  Free trade continues in all its variants. This is the central feature<br /> of the European Union strategy, the other neo-colonial power that<br /> operates in Latin America and Caribbean. The International Financial<br /> Institutions are implementing these strategies -World Bank,<br /> International Monetary Fund, regional &#039;development&#039; banks and private<br /> banking groups- they are creating new and huge debts with direct<br /> impacts to people and nature.
<p />  All these threats are linked to an excluding and predatory single<br /> primary export development model that impact on many territories that<br /> expelled populations to uproot and migration. The current systemic<br /> crisis shows capitalist model depletion &#8211; and its power centers:<br /> banks, TNCs and G8 governments. Today it attempts to draw the whole<br /> world to a limit and to a visible nuclear war threat by the U.S.
<p />  Natural resources protection has become popular organizations and<br /> social movements struggle agenda against devouring capitalism. A<br /> common front is being reinforced against nature destruction and<br /> &quot;market environmentalism&quot; and &quot;green capitalism&quot; are false solutions<br /> such as carbon markets, biofuels, GMOs and geoengineering which are<br /> promoted from principal power centers because of climate change.
<p />  We denounce Northern geopolitical countries governments rather than<br /> confront serious climate change impacts they are seeking to evade<br /> responsibility and to develop new carbon market mechanisms to make<br /> more profit, such as &quot;Reducing Emissions from Deforestation and<br /> Degradation &quot;(REDD), which promotes forests commercialization and<br /> privatization and loss of sovereignty over territories. We reject such<br /> arrangements.
<p />  We demand these countries to reduce their greenhouse gases emissions<br /> and to create an International Court of Climate Justice. We reaffirm<br /> the Cochabamba Agreement proposals from the World Peoples Conference<br /> on Climate Change and the Rights of Mother Earth, which recognize that<br /> real solutions are climate justice, food sovereignty, land recovery<br /> and agrarian reform, peasant agriculture and integration and<br /> solidarity among peoples against global warming.
<p />  Social movements are facing a historical opportunity to develop<br /> initiatives at international level. Our people struggles will allow us<br /> to move towards the ybymarane&#039;y (land without evil) and realize the<br /> tekoporá (good living). We are committed to reinforcing our fight for<br /> our people, food, and energy sovereignty and women sovereignty over<br /> their bodies and their lives, and sexual diversity recognition.
<p />  We build alternatives that are based on anti-capitalism,<br /> anti-patriarchalism, anti-colonialism and anti-racist diverse<br /> perspectives, while we go in search of a new paradigm focused on<br /> equality, good living, sovereignty and integration based on solidarity<br /> principle among peoples.
